The Ba'ath government always prevented the Kurd from real participation in the administration of the country's rule, even depriving them of citizenship completely on the basis of equality and law. Therefore, the practice of this policy against the Kurd created a ground for protest in the hearts of the people of Kurdistan in a way that shook the national sentiment to confront military, security, and armed institutions, because the repression of those institutions encouraged the people to some extent to raise their protest voices, organize mass demonstrations, and confront the government security apparatus in the harshest ways. On the other hand, the national movement for the leadership of the revolution, in its assessment of the situation, concluded that the Ba'ath government never understood the language of dialogue and peaceful solutions, and it was not even prepared to listen. Therefore, the leadership of the revolution reached the conclusion that it should prepare itself for this type of struggle that the Ba'ath leaders understand, which is represented in the struggle of armed guerrilla warfare.
In the field of its struggle and fight and during the confrontation with the Ba'athist institutions, the leadership of the revolution was always trying to expand the scope of the liberated areas more and strengthen the activity of the Peshmerga in the depths of the government's authority, so it decided to send a force of Peshmerga to several strategic locations so that it could deal a strong blow to the bases and camps of the army and armed mercenaries.
This showed that the Peshmerga Forces could at any time and place deal painful blows to the enemy. On December 10, 1982, the Peshmerga attacked, 70 km deep in Siani Gara, the positions and headquarters of the commando forces and armed mercenaries (Jash). After a fierce battle that lasted for three days and nights, it inflicted heavy losses on the government forces, and this battle had a great resonance at the regional level.
