Martyr Mistefa Cefer Yusuf was born in 1933 in Binekawl village of Ruwandiz district, belonging to Erbil Governorate. He was a villager who worked in farming, was illiterate, and was married. In 1966, 2 of his sons were martyred as a result of shelling by the Iraqi regime.
In 1961, he joined the Peshmerga of the September Revolution and became a sergeant in the 4th Battalion of the Balak Force. He took part in the battles of Hindrin, Korek, Gali Ali Beg, Armushe, and the battles in the Ruwandiz area. On 5 January 1975, he was martyred in Bersirin village as a result of shelling by the Iraqi Army.
