Martyr Rahim Ibrahim Mustafa Khalani was born in 1966 in the village of Khalani, Haji Omaran sub-district, Choman district, Erbil province. He studied up to the primary level and was married.
In 1981, he joined the ranks of the Kurdistan Democratic Party and became a Peshmerga within the borders of the Balaki area committee of the Kurdistan Democratic Party. In 1983, he received the rank of person responsible for the Hassan Ibrahim organizational committee within the borders of the Balaki area committee of the Kurdistan Democratic Party.
He participated in the battles of Mount Gardmandil, Weze, and other battles in the Balakayati area. On May 24, 1988, he was martyred in the battle of Mount Drabi against the Iraqi Army within the borders of Warti sub-district. His body was buried in the cemetery of Warti sub-district.
