Sagvan Osman Halo, known as Sagvan Halo, was born on July 1, 1968, in the village of Bosel, belonging to the Zakho district of the Duhok Governorate. In Year 2008, he obtained a bachelor's degree from the College of Law at Salahaddin University. In Year 2016, he obtained a master's degree in law from the College of Law at Salahaddin University. On November 9, 1984, he became a refugee in the Country of Iran and settled in the city of Naqada. In Year 1991, he returned to Southern Kurdistan.
On January 12, 1983, he joined the organizations of the Kurdistan Democratic Party. On November 25, 1984, he became a Peshmerga in the Finance Department of the Political Bureau. In Year 1985, he became a cadre in the Finance Department of the Political Bureau in Razhan. In Year 1991, he became a member of the department in the Finance Department of the Political Bureau in the city of Rawanduz. In Year 1993, he became a member of the bureau in the Finance Department of the Political Bureau.
On November 6, Year 2022, in the Fourteenth Congress of the Kurdistan Democratic Party in the city of Duhok, he was elected as a member of the Central Committee by the members of the Congress.
