Salar Othman Hussein, known as Dr Salar, was born in 1969 in Erbil. He completed primary and secondary school in Erbil and obtained a doctorate in Kurdish literature from the University of Duhok. He has 12 books in literature, language, journalism, and politics.

In 2019, he became deputy Minister of Culture and Youth in the ninth cabinet of the Kurdistan Regional Government.

At the fourteenth Congress of the Kurdistan Democratic Party in Duhok on 6 November 2022, Congress members elected him to the Central Committee. He then became head of the Media and Culture Department of the Kurdistan Democratic Party.
