Holding the congress

On December 11, 2010, with the slogan (Renewal, Justice, Coexistence) in Erbil and at the Martyr Sami Abdulrahman Park with the presence of 350 personalities, including Jalal Talabani, President of the Federal Republic of Iraq, it began its work and President Masoud Barzani gave the Immortal Barzani medal to the Kurdish-friendly journalist Gwen Roberts, 8 committees were established to manage the congress's work, including the Program Committee, Regulations Committee, General Organization Committee, Financial Committee, Grievances Committee, Media Committee, Peshmerga Committee and Professional and Mass Organizations Committee, in the congress a 10 percent quota was set for women's membership in the KDP leadership council, this was included in the third point of section 22 of point 217 of the Program and point 17, paragraph 2, point 2 of the Bylaws, also in the history of the Kurdistan Democratic Party (KDP) for the first time the women's quota was implemented in the 13th congress, it is worth mentioning that in the fifth, ninth, eleventh and twelfth congresses only one woman was elected as a member of the Central Committee.

The organization of the structure of the Kurdistan Democratic Party, according to the bylaws of the 13th congress, was as follows:

Base, Organizational Committee, District Committee, Branch Committee, Provincial Leadership Council, Leadership Council, Political Bureau, Secretary of the Political Bureau, Deputy President and President, also supervisory and monitoring boards were appointed by the leadership council and approved by the president.

In this congress, two new terms were defined within the structure of the KDP, the first is base, which was previously called cell and main cell, or a combination of both and the second was Leadership Councils which until the Year 2018 only in Erbil, Sulaymaniyah, Kirkuk, Garmian, which included the border of the activities of Kirkuk, Diyala and some areas of Sulaymaniyah, Duhok and Mosul were still managed in the old way for an unknown reason, although Duhok was within the Kurdistan Region, Baghdad was outside and Europe and America which had two branches remained as they were.

The most interesting institution in this KDP congress was the Council of Experts, which are appointed by the Leadership Council and was implemented according to point 15 of the bylaws, because of this and because of the importance of its duties, this article consists of four paragraphs and several points, as it has been said before, such as this council was recorded in the bylaws in 1993 in the eleventh congress of the Kurdistan Democratic Party - Unified, under the name of the Advisory Council.
